La política ferroviaria del Estado francés en el siglo XX

La historia de la política ferroviaria del Estado francés en el siglo XX puede dividirse claramente en tres periodos: Hasta 1937 la explotación de la red nacional estaba garantizada por seis, después cinco, compañías de derecho privado que detentaban las concesiones concedidas hasta los años 1950. Una de ellas, la del Oeste, había sido rescatada en 1908 para formar después de la guerra una vasta red estatal a través de su fusión con la primera red de Estado creada en 1978 en la región de Poitou-Charente. La red de interés general se había completado con líneas de interés local concedidas por los departamentos con la aprobación de la administración central y el Consejo de Estado. En 1937 la concesión de la totalidad de la red de interés general fue otorgada hasta 1982 a la Société Générale des Chemins de Fer Français (SNCF) formada por la fusión de seis redes. En 1982 la SNCF se transformó en Entidad pública de interés industrial y comercial. Las relaciones entre el Estado y la entidad se regularon por la Ley de orientación de los transportes interiores o LOTI aprobada en octubre de 1982.

Abstract

The history of French state railway policy in the 20th century can be clearly divided into three periods: Until 1937, national system operations were guaranteed by six and then five private companies that held the concessions granted until the 1950s. One of these, for the West, had been rescued in 1908 to later form a vast state network after the war through the merger with the first state network created in 1978 in the Poitou-Charente region. The general interest network had been completed with local interest lines granted by the departments with the approval of the central administration and the Council of State. In 1937, the concession for the whole general interest network was granted to the Société Générale des Chemins de Fer Français (SNCF) until 1982, the latter being formed by the merger of six networks. In 1982, SNCF was converted into a Public Company of industrial and commercial interest. Relations between the State and the company were regulated by the Interior Transportation Orientation Law or LOTI approved in October 1982.
