El Estado y el ferrocarril en España durante el siglo XX

Resumen

El arranque del siglo XX ofrecía en España un sistema ferroviario basado en el régimen concesional de las leyes decimonónicas, en las que la construcción y explotación de red se otorgaba a compañías privadas. El Estado regulaba estas concesiones, asumía la asignación de subvenciones directas e indirectas para favorecer la expansión ferroviaria y se reservaba el control de las tarifas máximas que podían aplicarse. En los primeros años de siglo se constató la imposibilidad de continuar con esta situación, iniciándose, tras la crisis de la Primera Guerra Mundial, un largo debate para buscar una solución a la quiebra económica de las compañías ferroviarias. El problema no fue resuelto en las décadas de 1920 y 1930 y, ya en la Dictadura de Franco, se aplicó una nacionalización de la red de vía ancha que se integró dentro de la empresa pública RENFE. Del excesivo intervencionismo y escasez de recursos durante la Autarquía, 1941-1959, se pasó a una etapa expansiva y de apertura, 1959-1975, que llevó hasta la reinstauración democrática en España con un ferrocarril que se consideraba por todos los sectores como ineficiente, obsoleto y costoso. El retorno a la economía de mercado, la integración en Europa y la aplicación de modernos sistemas de gestión empresarial han supuesto una transformación significativa que ha preparado al sistema ferroviario español para los cambios, ya en el marco de la Unión Europea, que se realizan en el siglo XXI.

The State and the railway in Spain during the 20th century

Abstract

The beginning of the 20th century in Spain saw a railway system based on the concession system established in nineteenth century laws, in which network construction and operations were granted to private companies. The State regulated these concessions, assuming the allocation of direct and indirect subsidies to encourage railway expansion and reserving control of the maximum charges they could apply. The impossibility of continuing with this situation was confirmed in the first few years of the century, a long debate commencing after the crisis of the First World War to find a solution to the financial bankruptcy of the rail companies. The problem was not resolved in the 1920s and 1930s and, now in the Franco dictatorship, the broad gauge network was nationalised and integrated into the RENFE public company. The excessive interventionism and lack of resources during the autarky years of 1941-1959 was followed by a phase of expansion and opening up from 1959-1975, leading up to the restoration of the democracy in Spain and a railway considered by all sectors to be inefficient, obsolete and expensive. The return of the market economy, integration into Europe and the application of modern business management systems meant a significant transformation that prepared the Spanish rail system for the changes to be made in the 21st century, now in the framework of the European Union.
