Estrategias gubernamentales para las reconciliaciones nacionales en las post-dictaduras: conflictos y paradojas

Resumen

Al finalizar las dictaduras del Cono Sur los gobiernos respondieron con distintos diseños estratégicos en aras de alcanzar la reconciliación nacional. Y esta tenía (tiene) su principal punto en cómo cerrar el pasado. La centralidad del problema no estaba en disputa, la controversia era cómo alcanzarlo. Las estrategias que se aplicaron no lograron su objetivo haciendo de ese pasado un presente futuro. En el artículo se determinan y sistematizan comparativamente las estrategias que de manera subsecuente fueron definiendo los gobiernos durante los primeros años hasta coincidir, pese a las marcadas diferencias iniciales, en la impunidad para los delitos cometidos bajos el usufructo del poder del estado. Una reflexión final desde el actual escenario, cambiado y cambiante por variables nacionales e internacionales, sugiere que las soluciones propuestas han creado conflictos allí donde se suponía que se habían obtenido soluciones. La paradoja principal es que cuando los gobiernos insisten, sean discursiva o prácticamente, en cerrar el pasado olvidando, distintos actores y circunstancias reactivan las demandas de verdad o justicia y la otrora impunidad se va resquebrajando.

Government Strategies For National Reconciliation During The Post-Dictatorship Regimes: Conflicts And Paradoxes

Abstract

When the Southern Cone dictatorships came to an end, the governments reacted planning several strategies intended to reach the national reconciliation. This had as its main aim to close their recent past. The core of the problem wasn't in the dispute itself but in the way to reach this reconciliation. The designed plans of action didn't work, but turned this past into a future present a present and future. This article comparatively specifies and systematizes the strategies which later on gave shape to different governments during their first years. Although they initially showed clean-cut differences, these governments finally shared the same impunity under which crimes were committed with the approval and benefits for the ruling government. From the current state of affairs, which has changed and is still changing due to diverse national and international factors, a final observation is made to suggest that the proposed answers have not only left the problem unsolved but have created new conflicts. When these governments try to put an end to a recent past time, either by means of speeches or taking action, they forget in doing so the circumstances and the people involved. What they in fact obtain is the reinforcement of demands of truth or justice, and that bygone and weakened impunity. This is therefore where the main paradox arises.
