Este articulo analiza la imparable oleada de demo -cratización que está barriendo el mundo árabe.Durante mucho tiempo, los países árabes han estadobajo el yugo de regímenes dictatoriales represivos.Sin embargo, recientemente, los problemas dedesempleo de los jóvenes, la pobreza, la corrupción,la demanda de un orden legal, la justicia social y ladignidad, junto con un apreciable crecimientoeconómico sin el correspondiente impacto en elbienestar socio-económico de la gente, desencadenóuna revuelta de proporciones sin precedentes. Laconcatenación de acontecimientos que comenzaroncon manifestaciones iraníes, aunque reprimidas conaparatos de Estado, fue acentuada por las frustracionesde Mohammed Bouazizi y su autoinmolaciónposterior en Túnez. Esto ha dado lugar a lo que hoyse llama, generalmente, la "primavera árabe", que li -teralmente es una oleada revolucionaria de manifestacionesy protestas en el mundo árabe. La formade participación y grado de implicación deOccidente, sobre todo en la guerra civil de Libia, haplanteado muchas preguntas en cuanto a si, dehecho, Occidente ama a los árabes tanto como paraprotegerlos de sus hermanos opresores-líderes, o esun pastel azucarado para una segunda colonizaciónde África. En este sentido, en el documento seexaminan las situaciones que se desarrollan en elmundo árabe, con una atención especial a Libia, enel contexto de las verdaderas aspiraciones deOccidente. En él se utilizan las teorías democráticase imperialistas como herramientas de análisis; materialesde archivo, principalmente Internet; y lasfuentes secundarias de recopilación de datos. El artículoplantea algunas cuestiones críticas y concluyeque hay lecciones posibles que el África subsaha -riana podría aprender de la experiencia árabe.

There is an unstoppable surge for democratizationsweeping across the Arab world. For a long time,the Arab countries have been under the yoke ofrepressive dictatorial regimes. However, recentlythe problems of youth unemployment, poverty,corruption, demand for rule of law, social justiceand dignity, coupled with visible economic growthwithout corresponding impact on the people'ssocio-economic wellbeing, triggered off a revolt ofunprecedented proportions. The concatenation ofevents which started with Iranian demonstrations;though repressed with state apparatuses, wasaccentuated by the Mohammed Bouazizi frustrationsand subsequent self immolation in Tunisia.This has resulted in what today is generally calledthe Arab spring; which literally is an uprising and arevolutionary wave of demonstrations andprotests occurring in the Arab world. The mannerof participation and level of involvement of theWest, especially in the Libyan civil war, has raised alot of questions as to whether, indeed the Westloves the Arabs so much as to protect them fromtheir oppressor-brother leaders, or it is a sugarcoatedjingle for a second colonization of Africa.It is in this light that the paper examines theunfolding scenarios in the Arab world, with a specialfocus on Libya, against the background of thetrue motive of the West. Using the democratic andimperialist theories as our analytical tools, andmainly archival materials, the internet and secon -dary sources of data collection, the paper askssome critical questions and concludes that thereare possible lessons the sub-Saharan Africa couldlearn from the Arab experience.

Il y a une poussée irrésistible de la démocratisationsouffle sur le monde arabe. Pendant longtemps, lespays arabes ont été sous le joug de régimes dictatoriauxrépressifs. Toutefois, récemment, les problèmesdu chômage des jeunes, la pauvreté, la co -rruption, la demande de l'État de droit, la justicesociale et la dignité, conjuguée à la croissance économiquevisible sans impact correspondant sur lebien-être des gens, a déclenché une révolte desproportions sans précédent, un événement désormaisgénéralement appelé que le printemps arabe.Le mode de participation et l'implication del'Occident, en particulier dans la guerre civile enLibye, a soulevé beaucoup de questions quant àsavoir si en effet l'Occident aime les Arabes autantque pour les protéger de leurs dirigeants oppresseurs,ou il s'agit d'un stratagème pour un deuxièmecolonisation de l'Afrique. C'est dans cetteoptique que le document examine les développementsdans le monde arabe, en mettant l'accent surla Libye vis-à-vis de la motivation de l'Occident.En utilisant les théories démocratiques et de l'impérialismeen tant qu'outils d'analyse, le documentpose des questions critiques et conclut qu'il ya desleçons Afrique sub-saharienne pourrait s'inspirerde l'expérience arabe.
